I guess it depends on the company and on the office.
An office, especially an open-space one, decreases productivity and increases socializing. Knowing your team, being able to talk face to face, grab some coffee together, lunch, play with the nerf guns and all that in the end might help the overall team productivity even if not much actual work is done at those moments. That being said, it only works if the company is totally onboard with the idea and understands that an office is a place to meet and not to work, clearly takes care in keeping a good work environment and it does not force RTO. No one enjoys being forced to socialize, much less when you face long commutes, difficulty to reach an acceptable work-family balancing or when you actually need that time to finish a task.
So… optional RTO? Yeah, that can be good. Mandatory? Hell no.
