Why don’t they allow the requisite amount of food in that would require 2000 trucks a day for that population size. Unless this sort of thing, and mass civilian punishment is the entire point.
When starvation hits, starving people will attack anyone who has food, even if those distributing food don’t have enough and are trying to ration it.
